38 + 7x - 21 = 9x + 9

7x + 17 = 9x + 9

Subtract both sides 9

7x + 17 - 9 = 9x + 9 - 9

7x + 8 = 9x

Subtract sides 7x

7x - 7x + 8 = 9x - 7x

8 = 2x

Divide both sides by 2

8 ÷ 2 = 2x ÷ 2

x = 4
