The Otter is not afraid/scared of men due to the fact that rarely anyone ever enters the woods. Very few men/people enter the woods. Explanation: In this story, "The Way Through the Woods by Rudyard Kipling ", the Otter lives in the woods and the poem works around the plot as to how changes occur in the woods

Hope it helps you :)
